Mystified by the Harper Government’s building of more federal prisons even though the crime rate has been falling year after year? As we learn how our domestic spy agencies are breaking the law, the need for a lot of jails to house them becomes clear.

Quite so, Brian. And I don’t really think the law-breaking spies are going to be put into all those new prisons, so I wonder who they are for.
Maybe Harper is just concerned about prison over-crowding and wants to provide more spacious accommodation for present occupants. Ya think?
